Playing around on all the live instances, it seems like it cannot even find the file, even if it's fed a hard-coded path. Very weird, as the file is clearly on the filesystem and readable in the right location. Some trick of the variable environment? This must be something about the apache2 version changing or something security-related, because the code has been almost untouched.
I'm not sure exactly when this started happening, but fairly recently.
