Explore moving off of Algolia for site search #575

As discovered in #574, we are no longer able to completely index the site for search using the "free" Algolia keys. We'll either need to pay or finally move to a FOSS solution. We should explore the latter--search and indexes are pretty easy.

Noting that the priority has not been set, but that he following files are no longer allowed to be indexed:

  • gorefs.html
  • GO_REF/0000012.html
  • GO_REF/0000024.html
