Regardless of which comment icon I click on, the window that pops open displays ALL comments, regardless of which annotation they are actually associated with.
I DO prefer having the comments show up in the new window section on the right over the pop-up that is used in the Form Editor.
I do NOT find it useful to display all of the comments regardless of whether they are associated with the annotation I clicked on or not.
It think it would be useful to highlight which annotation row in the table the comments are associated with.
