Clarify the "pass back" process for ontology and metadata

While we have the data files from https://ftp.ebi.ac.uk/pub/contrib/goa/panther_proteomes/ (see #388), we still need the discussed metadata and ontologies that were used to generate these files. These will be necessary to complete #393, as we'll need them to assemble and contextualize the final products (currently mocked with grabbing snapshot).
