Mention Bug Fix in release notes

The user is [now presented with a nice error
message](git-for-windows/git#527) when
calling `node` while `node.exe` is not in the `PATH`

How about changing the text to

when calling an application with a winpty alias while the corresponding executable is not in the PATH

since this change is not limited to node?

I would like to mention node, still, though.

And we should not say "an application with a winpty alias". That might be technically correct and both you and me understand what it means. Most users won't, though. So maybe append

(this bug also affected other interactive console programs such as [...])
