Feat: Prevent Auto from documenting changes to docs website

Problem

We're relying entirely on labels to prevent docs only PRs from making their way into changelogs and triggering releases. We should find a way to do this without relying on developers to label docs only PRs accordingly.

Solution

Simplest would probably be to not run the release step if the changes are only within the website directory.

Alternatives

Could hook into Auto or it's plugins and prevent it from "seeing" the website.
