Action copy editing

Current actions need some editing:

The carbon pricing action includes an image that has difficult to read text. The text from the script that is linked to should be included in the action on our site. White space below the image should be removed.

The I care about the climate action has information about the older process for creating lights and should be updated.

Links in action script should open in new tabs so that people can read more on other sites but not loose their place in the action workflow.

Opening modal links in blank windows is addressed in #28.

Action copy still needs some editing:

The carbon pricing action does not explain why people should call Sen. Mike Barrett. Also, having some guidance about what to say would be helpful for people feeling confident to call.

I Care About the Climate action needs editing. 1-2-3 steps no longer make sense. In the section about doing more, we could include a link to share on social media.
