At the moment, one can choose a number of options about when top bar buttons should be visible.
I have set it to "maximized only", because I don't like having duplicated window buttons, which have caused me to accidentally close the wrong application several times in the past.
However, other items in the top bar have to move in order to make space for the buttons when they appear, and move back to their previous location when they disappear. This is both aesthetically unappealing, and can make it difficult to access those items if there are application windows opening in various states of (un)maximized.
The solution to both problems could be to add an option "Disable top bar buttons instead of hiding them".
