Add support for GHC 9.8 and 9.10.

This PR:

• bumps the upper bound of base to support building with GHC versions 9.8 and 9.10.
• updates int-cast.cabal and the CI build matrix accordingly.

I could give you access here, but on Hackage @hvr is the only maintainer: https://hackage.haskell.org/package/int-cast/maintainers/ (I can only do revisions thanks to being a Hackage trustee.)
