Comments associated with read inputs are lost

Describe the bug

When a comment comes before (and probably after) a read input it cannot be parroted out again and disappears from the model. This was found during #520 testing with tests/inputs/testRead.imcnp.

To Reproduce

A short code snippet of what you have ran. Please change or remove any specific values or anything that can't be public. For example:

montepy.read_input("foo.imcnp").write_problem("bar.imcnp")

which points to:

1 0 -1
c

This then prints out as:

1 SO 0.5

Additional context

This is similar scope to #143, and I think should be treated at the same time as that.
