Add a new type of block where the list or chart is sorted by the highest number of views, downloads, or Altmetric score instead of the number of occurrences of metadata terms. The admin would be able to configure the sorting type when adding each new block in the dashboard.

So a user could add a wordcloud where the largest terms are those that have the highest number of views or downloads. Or an author block where the authors are sorted by the number of views or downloads. Etc etc...
