Announcements:

• The new X.Y.Z version scheme discussed at #18938 has been fully rolled out
  • New Python packages have been published using the iree-base-compiler and iree-base-runtime names. The old iree-compiler and iree-runtime names have been discontinued.
  • Instructions for installing nightly releases have changed. The --pre flag must now be included. See https://iree.dev/reference/bindings/python/ for the latest instructions.
• The next release is scheduled to be 3.1.0 in around 6 weeks from now
