Working definition of configuration?

I'm working on the specification documents, as agreed.

I am trying to come up with a working definition of configuration. It is quite difficult.

I currently have the following, which I think is pretty good:

Configuration is the portion of an application's state that governs how the application works.

An application's configuration is conceptually distinct from its data. An application's data is what it processes.

An application's configuration is conceptually distinct from its logic. An application's logic is what its source code codifies.
