LOCK functionality

Over my years in Bitcoin, I continue to hear users talk about wanting to be able to easily lock up Bitcoin for years, to secure it against hackers, theft, toilet-paper hands, etc.

a LOCK feature could pretty easily be implemented into BTNS / XChain which would allow a user to specify a list of tokens and a time period to lock those tokens up for. While the tokens are LOCKED, they will be able to move from the SOURCE address until the lock has expired
