Not sure if this is useful for anybody but I could not get server.exe to run on Windows 10. Port 53 was "already in use".
Here's what I had to do:
open services
stop and disable "Host Network Service"
stop "Internet Connection Sharing"
open CMD as administrator and type: "sc qtriggerinfo hns delete"
see also: https://answers.microsoft.com/en-us/windows/forum/all/solved-unable-to-stop-internet-connection-sharing/b01e1ebc-4f9d-4bf6-8d15-37a782fa03ff

reboot the computer

After that server.exe worked perfectly.
Hope this helps somebody.
