Ai council 0.1 LLamacpp, python

First version of Ai Council.  

It uses LLama language models. Curentlly it runs on cpu ( it is very slow but it is just a prototype, in the future versions I will make it run on gpu).

I wrote it in Visual Studio Code, and run it in venv.
