Support relocation tables

It would be awesome to support some form of relocation tables on binaries. It looks like the https://github.com/0x10cStandardsCommittee/0x10c-Standards/blob/master/ASM/Draft_Assembly_Relocation_Table.txt for relocation tables from the 0x10c Standards Committee looks pretty sane.

CubeOS has a filesystem under development that's ready to land in the next week or so, and we'll need relocation support if we want to load a binary from the disk and run it.
