Upload to Share Drive - User rate limit exceeded. #193

When I tried to upload a small text file into one of my share drives, this error came up.
Ps: I did not download or upload any files in the last 4 days. But after I got the error, I could upload it to my drive. So the limitation might be a Bug. any idea?
