Add a file CODEOWNERS.template. This will be synced to the other repos as CODEOWNERS and will be the default github CODEOWNERS for that repo if it does not already have such a file. This will require a change to the https://github.com/linux-system-roles/auto-maintenance/blob/master/sync-template.sh to have the ability to copy a file to a repo with a different name.

What is the plan for the initial content of the template? Are you planning to add you, @i386x and @pcahyna for all paths that are also in the template? Do you plan to also be requested as reviewers for all changes?

Probably empty - and if it isn't possible to have an empty CODEOWNERS file, then probably just copy CODEOWNERS.template into the repo with a comment that says something like "put the github handles of the code owners of this repo here"

Are you planning to add you, @i386x and @pcahyna for all paths that are also in the template? Do you plan to also be requested as reviewers for all changes?

. . . ". . . and rename the file to CODEOWNERS"
