[Network] Refine Quarto Website for Network Documentation

Summary

Discussed creating a Quarto-based website for Network documentation (and possibly some non-sensitive LNO documentation). spin up the website repo with a bare-bones site to start then begin porting documentation in from elsewhere into that scaffold

Starting Tasks

• Make new repo from WG template repo
• Spin up simple / empty Quarto website
  • With relevant GHA set up so edits to docs automatically re-render the website without user interaction
• Migrate IM manual content into that website
  • See the current IM manual content here
• Discuss next steps with Marty

Empty Website Deployed

Skeleton of website with a single page (homepage) deployed on this repo. GitHub Action working as desired so ready to move on to following sub-tasks

IM Content Migrated

Migrated over all of the IM manual content and pinged Marty for review/feedback. Migration was basically painless because everything was already in a markdown file so copy/pasting into a Quarto file required only minor subsequent repairs.

Next Steps Identified

Met with Marty to discuss current progress / next steps and identified some new sub-tasks for me to work on.

• Revise GitHub org recommendations to reflect current best practices / etc.
• Add scaffolding to website for following groups (incl. dropdown menu and 'under construction' home page for each)

  • Broadening Participation (née DEIJ)
  • Graduate
• Reach out to Gabe De La Rosa about Grad interest in making their docs public / being able to edit the website directly
• Ping MD for review
