Add Appropriate License to Course Repo

Summary

Oversight on my part but I realize we still need to add a license file to our course materials repository! Semi-related LTER stuff is under either CC (e.g., here) or BSD-3 (e.g., here)

This isn't that time sensitive but does need to be decided before we archive a version of these materials so that they have a DOI (i.e., we need to decide/add this by roughly spring 2025). Opening the issue now so it doesn't slide off our collective radar
