When running in client mode (using grpc) the client should not be listening/start kestrel. #4391

What happened?

probably it should not even do this when running in memory either - its only a Host in the sense that its a background service and uses the DI container.

What did you expect to happen?

it should not be starting a kestrel endpoint

How can we reproduce it (as minimally and precisely as possible)?

in HelloAgents, do dotnet run

0.4
