run-tests.sh is for Linux and Mac, please develop run-tests.bat or run-tests.ps1 for Windows. You can take advantage of the branch https://github.com/mikesmallhelp/wacat/tree/windows-version which contains run-tests.ps1, which doesn't work enough well.
