Re-load experiments doesnt work

The updateRecipes API creates a new _RemoteSettingsExperimentLoader:

          async updateRecipes(forceSync) {
            try {
              const loader = new _RemoteSettingsExperimentLoader();
              await loader.updateRecipes("devtools", { forceSync });
            } catch (error) {
              console.error(error);
              throw error;
            }
          },

It should be using the global RemoteSettingsExperimentLoader
