On system with keep measures on same system, adding palette element makes a mess

Description with steps to reproduce

1. create score
2. input notes spanning different systems
3. add keep measures on same system element to the measure just before the one on the next system
4. add palette element.

Expected: Clean score should display
Actual: Score does not display properly and can only be fixed by moving a note and then placing it back
