Browser Chrome OR Firefox (confirmed to happen in both)

Description
I built a Cement Mill. Then I dismantled it. I ended up with more resources than I started with before having built it because I was refunded the cost of the next Cement Mill instead of the one I built. By repeating this process, I could generate an arbitrary amount of any resource needed to build a building.
