In statewide precinct file, Delaware County precincts have one row for each vote method

Strangely, all vote methods are in a single row for the Delaware County county file, but in the statewide file here are some example county and precinct columns:

Delaware,ALDAN Eastern - Mail
Delaware,ALDAN Eastern - Prov
Delaware,ALDAN Western
Delaware,ALDAN Western - Federal

Delaware,ASTON 1W
Delaware,ASTON 1W - Federal

Each row has only one vote method counted.

Ok, yeah, the county file has these, too. We'll clean things up.

UPDATE: this is a mess, and it's not totally clear that we can clear things up without some context from DelCo.

I live in DelCo and have been looking at this (messy) county election data. Can I help track down info from DelCo elections folks?

@danabauer thanks! I don't know if the elections office is open, but they have been almost singularly unresponsive to my attempts to contact them. basically, we're looking for an explanation of what this file represents:
