I'm requesting a telegram binding option for the complete disabling of long polling telegram updates.
I use telegram binding only to send notifications (as I suppose many of us), so long polling is not necessary for me and only consumes traffic.

In openhab 2.5, we had a dedicated telegram action addon that we could install independently of the binding for this purpose, but in openhab 4.2 the telegram binding always perform polling connections to api.telegram site.

Traffic consumption is the issue for me as I'm running openhab on a site with remote mobile modem.

Telegram binding has longPollingTime configuration option, defaulted to 25 s. Setting it to 0 or to very big value doesn't stop polling. Zero value activates short polling without any delay, big value gives INITIALIZATION error, as this option is limited to maximum 50 seconds.
