SYSTEM added property "Detailed Occupancy Enabled" default FALSE

This enables the DB procedure "Who Tripped Sensor" to run and try to resolve which occupant tripped a sensor.

Speech volume default changed to 100. It was 0 but because volume was broke in speech it was not apparent.
