How do I get a rich element/tag description?

If I look here I get e.g.:

I would like to obtain that rich "The time [..] image started" string using pydicom, is that possible? I now have this, which I think is giving me only the element/tag name?

No, this information is not available in pydicom, only the tag name that you have seen. It may be possible to write a tool that extracts this kind of information from the DICOM standard (I once wrote a tool to extract information from the DICOM standard), but it is not available in pydicom itself.
