Changes to GitHub Actions workflows can be difficult to test from a reviewer and submitter perspective. We should document a process to follow during code review for validation.

• Add a section in the contributing guide for validation of GitHub Actions changes (an example might be testing locally with act)
• Add actionlint to the CI workflow
