OutdatedBrowser.com might have to be a little simpler to look good in IE8.

I'm trying this out using https://developer.microsoft.com/en-us/microsoft-edge/tools/vms/

and IE7 and lower.. the opera download option is gone at some resolutions (issue = 5x 20% is not 100% in IE7... )
