Is there an easy way to bypass/run a program as if this package is not deployed/"installed"? I am thinking without "uninstalling" every time I want to use a program as if I never even heard of this Mesa3D for Windows thingamabob. I am using per app deployment.

For per app deployment rename shortcuts in program folder created by deployment tool. You can skip renaming libglapi.dll and dxil.dll, For system-wide deployment you are better off uninstalling.
