Figure out how address verification fits in

After "proofer" via can_ereg tool, we want to then add another layer of verification (the most important layer) to show whether the account has been activated via a mailed code.

This verification should be available as an attribute, and pretty much every service provider should get access to it, as it will be important to knowing if the account is owned by the voter that they claim to be.
