I saw, that we are a bit inconsistent in using capital letters for files like README, LICENSE, etc.. But it seems to be common practice to do so: https://softwareengineering.stackexchange.com/questions/301691/readme-txt-vs-readme-txt

Some people argue, that this is some old and meaningless rul, but I actually like it as we have it in the pgRouting repository.

What do you think?

I always use capital letters for README files. It is a "de facto" standard. I think we could change that in pgRoutingLayer and osm2pgRouting repositories.
