Create pgrouting.osgeo.org and move pgrouting.org under OSGeo control

As part of https://github.com/pgRouting/pgrouting/wiki/Project-Graduation-Checklist#sac

We need to create pgrouting.osgeo.org and have it redirect to pgrouting.org

Eventually we should also move pgrouting.org under osgeo authority.
