Lock screen doesn't reengage after reboot #129

Device: Nexus 6, pure Nexus rom, Android 7.q
Steps to reproduce:
Engage lock screen
Press and hold power button to turn off device
Power device on

Expected behavior:
Lock screen reengages after reboot

What happens:
Lock screen does not engage but prey panel on website thinks it's still engaged.
