Alert chat messages aren't quite working in Windows #764

Expected Behavior:

Taskbar icon (for the chat window) flashes multiple times on new messages
Chat Window come to front (w/o stealing focus)

Actual Behavior:

Popups work
Taskbar icon flashes ONCE, only on a NEW chat window
** subsequent messages do not alert.
** New chat window flashes, and is immediately hid/sent to background
Chat Window is NOT raised
Roster/Tray Icon flashes "new message" icon

Desired Behavior:

Taskbar Icon flashes indefinitely (until chat window is focused)

Options enabled:

Messages -> Chats -> Alert Chat Messages
Messages -> Chats -> Raise Chat Windows
Plugins -> Extended Options -> Misc -> Enable Windows Flashing

HKEY_CURRENT_USER\Control panel\Desktop\ForegroundFlashCount=7
HKEY_CURRENT_USER\Control panel\Desktop\ForegroundLockTimeout=200000 (default)
