Can AV1's global_motion be used as a ad-hoc stabilizer / deshaker?

Can AV1 encoder detect and account for the global motion, but instead of encoding it in output file simply discard it, preserving only local motions?

Will that lead to a stabilized frame in case of where all camera motions are accidental / irrelevant?
