Is your feature request related to a problem? Please describe.
I want to supply my own JAR file without the wrapper always updating my server jar. This causes unnecessary delay in game server startup. (Non-persistent mini game servers)

Describe the solution you'd like
An option to tell the wrapper to not re-download the jar, assuming it exists.
