Auto-generate Lab Capabilities section of request page based on stored meta-data #331

Once stored meta-data is implemented for each host #263 use that data to auto-populate the Lab Capabilities section of the lab request page. Right now the updates to this area of the request page are manually updated.

Thanks for filing this, we will need to get these into place prior:

(Migration from CherryPy to Flask)
#86

That way we can serve requests page off the QUADS API endpoint/Flask and have direct local access to the QUADS API to generate this information.

We haven't forgot about this, I will create an equivalent downstream landing issue in Gitlab as now that APIv3 is available with QUADS 2.0 the majority of that work will happen there instead. Note that we still need to migrate our production QUADS to 2.0 first but we can begin testing this in stage once resources are freed up to develop on it.
