Make font size of left sidebar slightly bigger

Oh, actually I made it smaller on purpose - to fit all items (you cannot toggle expand, see google/docsy#342). We can:

Remove the font decrease (kill this thingy: https://github.com/rhobs/handbook/blob/main/web/assets/scss/_variables_project.scss#L3)
Collapse all on left and only uncollapse chosen: Change https://github.com/rhobs/handbook/blob/main/web/config.toml#L66 to true
