See actions/runner#774 (comment) that explain why this is not working.

Moreover, see https://github.blog/changelog/2021-02-08-github-actions-skip-pull-request-and-push-workflows-with-skip-ci/. Unfortunately, [skip ci] skips every GHA, not only R CMD checks. See 0cd9fa0
