Support installing of linters using pip to support projects that don't have a ROS 2 workspace.

Description

Right now, action-ros-lint always installs the linters from APT. It should be possible to configure action-ros-lint to install the ament linters using pip so projects that don't require a ROS 2 workspace can use these linters.

Examples:

• Add linting workflow that uses action-ros-lint aws-robotics/rosbag-uploader-ros1#137 runs action-ros-lint on ROS 1 packages, however it is required to also use setup-ros-docker to meet action-ros-lint's requirement of having a ROS 2 workspace.
• https://github.com/ros-tooling/cross_compile uses ament linters by installing through pip.

• A feature is added to action-ros-lint to install from pip
• Update README.md

This would also be useful just to get the latest version of the linters at all times, which is not possible via apt.
