Rapacious Hunger (9.2 Vengeance DH Tier Set Bonus)

Unless I'm missing something, the 4-Piece Tier Set Bonus for Vengeance Demon Hunters (Rapacious Hunger) does not seem to be functioning in sims right now.

Here is a side-by-side comparison. All settings are identical apart from one item being substituted to enable the 4-Piece bonus on the left.

Approximately ~250 Lesser Soul Fragments are being consumed in each sim, but there's no corresponding increase in the number of uses of Fel Devastation or Immolation Aura.
