Need to add code to allow PRECIPITATION_NETCDF_Z_VAR or PRECIP_NETCDF_Z_VAR to work.

Actually, SWB 1 has it coded such that the syntax would be NETCDF_PRECIP_Z_VAR

smwesten-usgs added the DIFFERENCE BETWEEN SWB 1.0 and SWB 2.0 label
