According to Kepler, pkg and core power are adjusted according to uncore power to compensate for core 0 values. This is an unideal solution.

per meeting on 11/19: if core RAPL domain is missing, don't train the core power model and remove the core model. Use lscpu to identify the RAPL first like this one
