Add community tag to elements API endpoint

The idea is to have a metadata that allows to visualize if a business is within the area of a community in order to make utilities that allow the communities to be more aware of the changes that may arise within the businesses related to their area.

If there is currently a way to do this or if you can think of a better way, I would love to hear from you.

Most areas have GeoJSON, so it's possible to find the list of areas an element belongs to. This is pretty resource intensive though.

If you are working with the web stack I can point you to the code on the Web App where we do this. There are probably geo libraries available on other platforms too though if you are building with something else.
