v2 - GCS - deployment fails on windows

GCS provider uses ~ when downloading google-cloud-sdk, this fails on Windows with the following code:

'~' is not recognized as an internal or external command,
operable program or batch file.

After that, the deployment freezes until the build reaches the 10 min timeout.
