ESC, spellbook, character menu buttons stop working during fight

Troubleshooting Steps

If you enter combat and then press ESC-Options and after close that window then all buttons such as ESC, spellbook, character menu etc will stop working. Binds of spell will work, eg 1,2,3 etc, but no those mentioned previously. To recover either leave the combat or /reload.

I did all troubleshooting steps listed there - no change.
